I can't find anything except a league post from Spencer asking about the cost to keep FA pickups. The answer was $10, but this issue wasn't covered explicitly.
In the absence of explicit coverage of this situation, I think all FA pickups should be $10, as the rule says. I've been operating on this assumption all year, and it's probably affected my actions, making me less likely to pick up guys like Morrow and Edwin Encarnacion at various times. But maybe other people can chime in with what they've been assuming all year.
Mark does make a good point, and probably the rule should have been that you keep them for the maximum of $10 and their draft value, to avoid the case he brings up.
I had assumed $10. By cutting the player I figured that totally reset their status. Obviously I should have asked for clarification, but I wouldn't have traded Morrow or cut Smoak if they had possibility to be $1 keepers instead of $10.
I would argue that all players who were picked up as FA (whether or not they went for more or less money) should be keepable at $10. Either they're valuable enough that you want to keep other teams away from them (e.g. Kendry Morales) or you've given up all hope that the player will ever be useful again (e.g. Grady Sizemore).

I would say the original draft value. If a player was drafted for $30 you shouldn't be able to drop, bid a bunch of FAAB, and then keep for $10.
My understanding was $10, but we should go back through all the emails and pre-season conversations, because I think we covered this.
